1953 - Establishment of Catholic Social Welfare Bureau (also known as Catholic Social Welfare Conference) 

Bishop BIANCHI, Lorenzo PIME established Catholic Social Welfare Bureau (former name of Caritas - Hong Kong) within the Catholic Centre, mainly overseeing and coordinating refugee relief services. The Bishop also appointed Msgr. VATH, Charles Herman to handle the affairs of Catholic Social Welfare Bureau.

.The Catholic Social Welfare Bureau was founded by the Catholic Diocese of Hong Kong and became a member of Caritas International in 1955.


.The Bureau provided meals to give the children adequate nutrition.
